i think you're forgetting about incentive. he might have been an ass, but he didn't do anything that any of the other vampires in the game already haven't done.
Most of the other vampires have reedeming qualities. The thing about Jerry is--he doesn't. He is EVIL and not sympathetic in any way besides "hot".

Wedge featured quite prominently in the EU, including some of the books generally considered to be among the best. So yes, he's definitely a character who makes sense to play if you go the Legends route.

No, Eudio has specific rules against characters like Jerry. There is no incentive in the world that could make him play nice. Unless they player intends to bend and twist him until he's a totally different character, he would agree to the rules just to get at that city of completely unsuspecting victims. different anon but i disagree. there are plenty of incentives he could choose from to be appable in eudio. even the baddest baddies have things they want or are willing to play nice for. it's been a long time since i've seen it, but i could come up with a few reasons someone like jerry would agree to honor consent, whether he deep down wants to or not.

I'm the other anon who has been questioning jerry and you've explained it perfectly.
people seem to conveniently forget that they're brought into the game with full clarification of being given an incentive that is enough of a reason for them to go along with the rules. they're told 'if you don't follow the rules, you will be sent back with no reward'.
