If it was 70s Who, then the had about as much of a budget as the original Star Trek. They couldn't afford better effects (which is why you get a cardboard army of Daleks and monsters made from sleeping bags and bubble wrap)
if it was modern Who, then idk, it might be something about the overuse of computers and cgi that modern Who tends to have.
