sounds like any clique that forms in a game but with a 'police' nametag taped onto it

yeee. the only distinction is that police nametag becomes an endorsement of that clique's rights, above all others, to enjoy plot privileges and ic obedience.

Yes they do. They just say something like "my friends and I will handle this" instead of "it's police business"
