I think you're the one confused. it kind of is, they're the ones running it, doing all the work and keeping things afloat so they do get to decide the rules and that includes what is and what isn't allowed.

you wouldn't go into a seafood restaurant and start bitching about why they don't serve steak would you? same concept.
