I don't think it's dying, but a lot of older people are moving on, through either Good Ends or just outright dropping. I'm actually looking at this as a good thing, because that means less deadweight apathetic team members in games, and more slots open for new hopefuls to join.
considering most of the mods and friends of mods have been talking about how good it is that it's getting smaller i doubt you'll see an increase of new hopefuls. i wouldn't be surprised if they lowered the player cap.
Are we talking characters or players moving on? If it's just characters (deadweight apathetic team members), that seems standard and not worth much notice. If it's players (new hopefuls), that seems to be a failure in the early statements regarding decision-making in the fairly insular direction of the game's policies (building a loyal and stable player base having been cited as a reason behind placement prioritization for people dropping a character to swap in a new one, for example).
