I think a lot of flakes do this because it's easier to app into a new game where people won't know you're scraping by at another already, than to work on activity so bringing in new characters to games they're already in isn't so questionable.

but no one really seems to bite, because everyone just wants to hang out and do cute slice of life things inside the Parkplace hotel.
I'm not saying there aren't players that would rather sit and do their cute stuff but the majority of them are staying in that hotel because there's something entertaining to do in there. If no one's coming out to play with your ideas, it's probably because they're boring as shit. Destroying what the players have just because they won't come play with you isn't going to get them interested in your boring idea.
Go with changing the premise. Or work on ideas inside the hotel. Maybe get some players together and discuss a plot to expand on things going on inside Park Place. Grow things out instead of destroying them.
