sympathetic was probably too strong a word for other anon to use, but the US government's position prior to pearl harbor was very staunchly "come on girls you're BOTH pretty pls keep trading with us while we refuse to take sides" despite what the popular opinion might have been (though it was pretty much the same because no one on a personal level wanted to get involved in another european conflict after the first great war and the economic trauma of the great depression).

and then when we DID get involved in the war effort it was less an issue of "wow we gotta help those poor jews" and more "FUCK THOSE ASSHOLES THEY BOMBED US." also, antisemitism in the US was really out of control during the war because people decided to blame the jews for pissing off hitler and starting the war. (antisemitism was never really a hallmark of logical thinking.)

that captain america was created as a device to fight for justice rather than straight up revenge was pretty against the grain of the rest of the war propaganda in comics at the time. see: superman (being resident comic moses proxy not withstanding because iirc by that time his original jewish creators were uninvolved in producing the comic) beating up racist caricatures of hirohito and telling you to buy war bonds.

in the MOVIE, obviously he's part of a completely separate propaganda machine that is based on positioning him as america's big superfist to punch hitler right in the mouth, but steve as a person is obviously really uncomfortable with being in that role, so take from that what you will.
