let's say my soulmate reincarnates as an awful human being who i, some bumfuck fictional character, hates. this is supposed to be my "other half." am i supposed to feel some pull towards them? am i just shit out of luck this go around because i'll never get fulfilled or whatever?

okay, i'll try, but i don't know why you're having such a problem with this concept.
let's go with the theory that 'in the beginning' there were a certain amount of souls made. some event or another split those souls up and put them in different bodies. now, these souls live and die on their own, but every death either brings them back into a new body or they float around being energy/souls until they're reborn.
now, since this implies reincarnation, you can't expect every pair of souls to be in the same general area every rebirth. so yeah, you might have a lifetime or three where the souls are on opposite sides of the world and never meet up. that doesn't mean their lives are shit without their 'soulmate'. it just means they never met that other half and lived their lives happily (or unhappily) without knowing any different. there's also the what if factor. what if the souls are born too far apart for them to be capable of a relationship? what if they're in the wrong genders? what if one dies from polio as a child? it's not like when one body dies, the other does, even if they are together. they're not mystically bound to each other so that their lives are reliant on one another. they're just two halves of a whole who if they're lucky, might come upon one another in that given lifetime.
and if they're in opposing sides and they hate each other, then the possibility then becomes the pair of them changing to fit together better, just out of their own nature and wanting to. you and whoever somehow seems to think that without their soulmate, they have an unfulfilled life. that's not the case. they just haven't been a whole for that lifetime. without knowing what their whole is, they won't have an idea of what they're missing. some lifetimes won't match up for them to be together. some lives might clash with one another. and it's not always going to be sexual, which i think some people are getting stuck up on. your soul mate could be your best friend. the whole point is to find your other half, not stick a dick in it.
Tbf the phone thing is partially because texting and email has taken over a lot of what used to be phone communication. We as a society just don't practice talking on the phone as much anymore, which means both that it's possible to be a somewhat functional adult without using the phone a lot and also that phone anxiety is harder to get over, since the only thing that really fixes it is practice.
I mean, it annoys me when people are shaking and crying about calling their doctor too, but I think it's also at least partially a symptom of technological change in the past 20 years or so. I see it a lot in otherwise well-adjusted people my age. Hell, I'd probably be one of them if I hadn't had a job that was heavy on phone calls.
I think most of these people would actually be capable of real world functions, but their friends on plurk and tumblr will buttpat them and tell them it's okay, so people are less inclined to fucking try.
Obviously some people would still have these problems in a world without internet enabling, but most of these people have just learned they'll be allowed to act this way, so they do.

I don't have any recent deets, but I know when I was there he was pretty heavily toeing the line of the rules, and there were some rumblings over him having harassed a couple of runners about how they scored their games.

if we're talking about Amata/Mikoto, they aren't destined for each other either. Amata is just one half, but Kagura was the half that Mikoto was supposedly destined for but she chose Amata.
and the reincarnation destinities deal in Aquarion became screwed up after EVOL's reveal with the dog.
i don't like Amata/Mikoto either because i think they're dull as bricks as a couple, but they weren't really destined for each other by a bunch of technicalities.
