he's also thoroughly addicted to the superhero game at this point (to the point where it's heavily implied that he has destroyed his only relationship with another human being who loved him since his parents) and he clearly wasn't planning on obeying the accords he expected everyone else to obey because all his life he's been able to say fuck the rules i'm tony stark.
