they're not a mod, from what i can tell, and that's actually kind of the problem
i don't doubt the player was trying to be helpful, but doing an extended write-up like this sets a bad precedent and makes it seems like this person is a mod liason and that they can be approached in a mod capacity and asked mod questions when they are not actually a mod
at the very least, they probably should've asked permission first, as this is something the mod team should've been looped into beforehand and not after so they didn't wind up disseminating incorrect information, misrepresenting mod stances, looking like a mod favorite, etc.
put in that context, "you beat us to it!" was likely their gentle way of saying "please don't do this on your own again"
tl;dr good intention, bad execution, not the best look for this player because i can see how it reads like backseat modding
