you're basically saying "stairs are accessible to wheelchair users if they just install their own ramp"
web accessibility isn't just about "mobile-friendly", it has to be legible even without images (yes, for e-readers and tts tech) and without going through extra steps (again, because most tts devices don't exactly have a wealth of navigational functions that allow you to finagle website settings)
if i have to do 10 other different things to make your layout accessible, it's not accessible at all is it
