How much engagement with the premise is required to prove they aren’t ignoring it? How will this be proven? Is the expectation of this level of engagement placed upon every player equally, or just those playing ships?

Do players need to earn the right to ship with proof of plot activity? Can shipping allowed at all, and how would this be banned? Is smut? What about inbox threads and private logs?

No one wants to deal with the logistics of rules like that.
