he didn't want to do it, and roxy was pressuring him. yes, that's wrong behavior. yes, that isn't the best thing to have happened in the comic. no, he wasn't forced.

he made a conscious decision to give into the fact that she wouldn't take no for an answer, his former alternate-self-turned-sprite (who he was JUST RECENTLY flipping out at because he's already going through a lot of shit and he sort of hates himself even if he doesn't show it often) essentially called his opinion/preference unimportant, and kiss her. he might not have wanted to do it, but he sure as hell wasn't forced.

with everything that dirk addressed in his conversation with hal before his prototyping, it isn't a surprise that he just gave up trying to fut his foot down. he isn't in the right mindset for something like that. case in point, he did the exact same thing when he said he didn't want to prototype hal in the first place.

do you need to be reminded that he imagined himself punching roxy to get her to stop but chose not to? he wasn't without ways to get out of doing it. hell, he could have even tried to run away instead of giving into peer pressure.

it just comes down to the fact that dirk does not care much about asserting his own authority at the moment. earlier in the comic, he might have, but now? no. and that's all a part of his ongoing development.

tl;dr he decided to let her kiss him it's not forced it's not rape
