It really depends on the canon for me. Most of them sure, but I've seen some out there from canons with porn that are perfectly appable (TYPE-MOON being the most infamous but there's also Saya no Uta, Little Busters!, Katawa Shoujo). Those tend to be few and far between though and have more substance than just boning your favorite girl.

Some characters are perfectly playable, such as characters from Katahane. Those are usually just games with stories that happen to have sex.

There's a difference between having a character not know everything that's happening and having no ability to participate in the plot whatsoever without gathering tons of negative CR because you're not part of the police force.
