They called some of the other revealed forme changes "new Pokémon" too. Also considering the next movie is Genesect VS Mewtwo, it makes sense for them to be taking the opportunity to market the next gen gimmicks. So all signs point to a mewtwo forme, not a whole separate Pokémon.
I don't like the idea of new types, but sadly it's not something we can discard yet (for Sylveon at least, Mewthree is boivusly Psychic). If we do end having a new type, at least I hope it's not any of the shit fandom has been throwing around (sound, light, love, fairy, wtf).
pokemon smash is always a letdown, they never reveal anything actually important there beyond new designs and occasionally footage and are basically there to be like OH MY GOD IS IT... A NEW POKEMON? IS IT CONNECTED TO MEWTWO SOMEHOW?? SURE LOOKS LIKE MEWTWO BUT WE'RE GOING TO BE VAGUE ABOUT WHETHER OR NOT IT'S A FORME OR SOMETHING

You know this is really clever marketing from Nintendo right? Look at all the publicity they're getting lately because of their "announcing new shit but not saying anything more than a picture". It's working out pretty nice for them so far.
Even if it turns out to be mewtwo, or not mewtwo, its got all eyes in their direction and it pumped up the ratings for Pokemon Smash like crazy. The channel probably made a killing for advertising in that slot.
Oh yeah. They're a really successful franchise, no joke. I wouldn't even call it that bad of a thing, they're just doing what they can to make a profit and they're remarkably successful.
