A woman Doctor will never happen, because lady Gallifreyans have a different regenerative process (...except for River, apparently?), suggesting some sort of fundamental biological difference that can't be overcome. The best they could do there is switch the focus from the Doctor to another character. Or bring back what's-her-name.

Time Lords CAN swap sex though. It's been confirmed in the show and in spin-off materials.

and you bet your ass I want them to bring back Romana, she was such a hbic.

Happening twice in the history of the entire race doesn't exactly count as "something Time Lords can do". Sounds more like something rare that a very, very, very, very, very few Time Lords can do.

I assume they mean waaaay back when Ramona regenerated she cycled through a few different looks before deciding on one, like she was trying on clothes. It was a short, comedic and slightly sexist scene about fashion-consciousness.

It's one of those canon details that literally nobody cares about and no writer in their right mind would feel constrained by.

Also, they explained it away in The Christmas Invasion.

Did they? I don't remember that but then, the Christmas Invasion was awful so I don't remember much of it.

Yeah, something about the body being in a state of flux so many hours after regeneration. It was why Ten could regrow his hand.

Oh please, that regeneration scene was completely a joke. Also if you listen to the audios, they give her a reason for regenerating beyond 'I felt like it'.

Yeah, that reason was 'the producers liked Lalla Ward'. :P
