I agree, and in my experience one leads on from another. It's the Americans I know who decide their characters are uncut decide it because 'it's cleaner/neater', even though it makes no logical sense for their character. RPers from other parts of the world generally don't have this misconception about circumcision because uncut dicks are the norm.
a friend's mom once told me that uncut men would get horrible infections and all kinds of crazy stuff. I think that's the kind of misinformation that people have.
