killing police forces is really just killing the group who feels entitled to deal with everything important. it doesn't eliminate mystery, secrecy, suspense, or anything about how plots are run at all.

it just means that people can come and go on the overarching plot as they like, and select their involvement based on the appropriateness of their skillset for the offered opportunities rather than "am i in the police force? y/n"

there are ways to build such a structure into a game without forcibly vetoing a police force, as well; you just make it so that building a structure that runs socially instead of hierarchically makes more sense.
