I can't tell you who I spoke to regarding the matter. I messaged the mod box directly. This was two months ago, and all I've ever heard about turnover is app mods. So it might have been Snow, but I don't know.

snow is a mod, kieran's player is a mod, harley does list upkeep and possibly other stuff, and the thranduil player used to be a mod before some bad RL stuff. it's hard to say who handles what beyond that, though snow is definitely very active in modding and handling NPCs.
