tipping is generally reserved for outstanding service. completing the job you took on within the timeframe you committed to doesn't in and of itself entitle you to a tip.

no it's not. people still tip waiters/delivery people just for doing what they're supposed to do.

Anon, I live in a state where waiters can't be paid below minimum before tips. In America, you tip people when they perform a service for you, whether they are carrying your luggage to your hotel room, bringing you food or cutting your hair.

and it's a cultural norm in america because of states that used to (or currently still do) allow businesses to pay tipped employees below minimum wage.

hence 'generally'. meaning, exceptions exist.

believe it or not, the US does not account for the majority of the world, and the situation in your country represents an exception.
