as another mod who has tried to deal with things like this in my game in the past, good luck trying to enforce that. if it's not the exact amount as stated in your AC rules, even if you have a note that you'll contact them if you feel they're chronically inactive, your players will accuse you of favoritism (why am I being targeted when this person squats even more) subjectivity (if it's not how much AC as stated in the rules then how much AC is enough AC) and generally being unfair.
this is why you mention there have been player complaints
wankers gonna wank, just because someone will be unhappy they're being censured doesn't mean they shouldn't be. i mean, how does this not apply to anything a player can be written up over?
