ip addresses aren't a fool proof way of proving anything, in this world where a lot of people use VPNs and other proxies.

i think there are some cases where samenoning is pretty obvious (see: everything leading up to the gsai ban, which involved anonmods comparing ips) but it's never a sure thing. ultimately mods have to be willing to step up, take the risk, and ban the bad actors themselves.
