possibly because they're so interchangeable with "grim reapers" that even Japanese media conflates them sometimes. looking at you, TWEWY.

Because... the connotation is the same? Grim reaper can imply things that aren't "mythical harbinger of death" it can also be used for just a hitman type of character. Shinigami isn't a static term either. It can be used for both.

iirc death note uses "shinigami" in the dub but they also interchange it with "death god/god of death" to mislead L. it's not easy localizing that word in particular.

death note's use of the terms plays on cultural expectations for what they all mean because they are different across cultures. these are not just interchangeable terms.
