okay, well, answering you in good faith and assuming the mod in question is NOT gsai nor a recently notorious wanker in general:

depends on the reason. was the apper genuinely toxic or abusive? do they have a trail of other people they've hurt? if so, reject on that basis. were we just incompatible as people? let them in and i can deal with most of their basic stuff because i'm an adult, but if something happens like they report me as a player for some kind of misbehavior then that gets handled by the other mods.

if i'm the only mod (which is pretty common with anon mods, i think) i just try to be as fair as possible, i guess. at that point, it's a risk they took by apping.

again, this assumes the mod in this scenario is not the one with a recent wank history therefore none of this applies to the gsai situation.
