why are you guessing? why not reach out to them and say "hi, i've noticed you're not replying to the starters i write for us, it's totally fine if you don't want the cr or don't have time, just let me know so i can know where to put my energy"?
sure it would be great if the other person came to you first but you're not exactly doing anything either. "why should i" is a great excuse if you just want to sit there and fester for months rather than just cutting them off yourself.
