can you like. elaborate on this. isn't NPCs being new characters (so: original characters) designed specifically for the game they're NPCs in… normal? and if they are plot-significant, it makes sense that they would have fleshed-out motivations and personalities.
or are you describing an issue where they are played just as actively as PCs, rather than being for special occasions and plot-significant moments? because normally i love getting cr with NPCs to the extent that "cr" is possible in that context—but if (based on other comments here about them replying to network posts) they are played as basically just elevated PCs, that would indeed be… well, weird at best.
