I misspoke. The council is "Services: Community organization for fellow dreamers to discuss/collaborate on issues related to Dreamers (brainstorming why they're here, improving their own services, highlighting new findings, plotting against Vaeros preparing for future events and attacks). Liaises with the defence group" pulled directly from the business page.

Solving the jamjar directly isn't the intent, but it's close enough to the initial IC complaint.
