Thailand has started producing GL dramas that are getting increasingly better (higher production, better writing quality, more marketing). These are definitely made with women in mind as the audience.
I do agree that the better f/f relationships are in things that aren't romance focused, but that tends to leave things ambiguous. Though a lot of m/m ships come out of stories that also do leave things ambiguous between the male characters.
