Once I hit up an intro log in a game I was in with my character brushing past theirs/running into theirs on the way out of a building and apologizing.
Their response? Basically: "Sorry," he says, as he keeps walking.
It was an intro log, so I even had my character pause and think about the short encounter in the next tag, adding up some observations about appearance/etc that I took from the app (since there was nothing in the tags).
Their next response? He thought it was weird but continued on.
I'm still not sure wtf was going on there. I'm not a famous wanker, never been namedropped here, but maybe they were trying to be as boring as possible so I'd drop the thread quickly. Or maybe they legitimately thought my character was going to run after theirs begging for interaction. Either way, I have never had someone so determined to reject everything I drop in the log that could possibly make it interesting.
they might have thought your writing was boring. running in to a character on accident is pretty standard shit, but i can still think of things off the top of my head to do to spice it up. maybe their character could have been holding a hot cup of coffee, something breakable, maybe they dropped their fancy amazing magical girl weapon, maybe their character could have grilled yours for info, if it was an intro log.
it's likely they just weren't trying, either because they didn't like your character, didn't like you, or because they're one of those players who expects everyone to do all the work for them. they want you to act so they can react, and that's all they know how to do.
Honestly? You kind of gave them a boring tag. Realistically speaking, 95% of people would apologize and keep right on going to their destination. Bumping into a stranger doesn't usually result in lasting bonds, and it's not like the other character can read your character's mind and be like, "hmm, he's standing there and thinking about me, I should probably say something." That's not how interaction works. You didn't give them a reason to stop and talk to your character at all.
They could have picked up the thread from there, but speaking for myself, I would have dropped it because I would have immediately assumed I was going to end up carrying the whole thing, and ain't nobody got time for that.

also, if you really wanted your character to engage theirs, instead of just brushing past them and throwing an over-the-shoulder apology, you could have had your character stop in the tag and say something else to their character - a question, an observation, anything - to get the dialogue started.
