It says in the post that the NPCs the mods are playing will turn up on the network, might make appearances in logs, but won't be in any fights. They've also said they're not going to be able to do huge amounts of threads, so if they're going to be in the logs, they're not going to have top level comments because that would be unmanageable. I might be reaching but I did take it to mean that they might be throwing NPCs into random people's log threads, with the phrasing of the opt-out being for people who don't want that happening.
