The comicbook.com article suggests it's a play on "Xavier's School for Gifted Youngsters."

I agree though. "Registered gifted" is awkward. I think it's assuming a subject since it seems like if someone were to fling the moniker about they'd be saying it in reference to someone or a group of someones.

Yeah, I get where it comes from. (I thought it might be a reference to Whedon's run, too - the first volume is "Gifted".)

Not really, it's been used as a general term for mutants for a while.
