My guess is that the Doctor-mun agreed to it, and then River's player (who is notorious OOC) flipped a tit about it and bitched at the Doctor-mun until they sabotaged the scene. That whole situation has Cockhop Territory Wars written all over it.

Sounds to me like all three could be at fault here, but I think the bulk of it lands on Kimmie for even pushing the ship in the first place.
