No, the AC wouldn't be higher. Low ACs are beneficial to more active players for a variety of reasons. ACs are are just a check-in, NOT the bare minimum you need to be active and involved in the game. Can you really say you're active if you do 120 tags per year? Come on.
But I'll spell it out again: low ACs are preferable to high ACs because high ACs often end in otherwise very active players taking a strike or being outright booted due to a bad month (or a couple bad months). I wouldn't count you as an inactive player if you can do 100+ comments per month most of the year, but in November and December average around 10-20 per month due to holidays and finals, for example, but if the game's AC is 50 per month and you can't hiatus two months in a row you wouldn't be able to play there. It's just not convenient for most players, even very active ones. AND, counting out that many comments per month is tedious for both mods and players, and can result in a lot of people playing to make sure they have AC for most of the month instead of being able to make AC early on and just relax and have fun the rest of the time.
Low ACs allow most people to pass with ease, and the mods are still allowed to use discretion and say "hey, you drop your threads when they're long enough for AC and never go more than a few comments over the bare minimum, we'd like to see more activity from you". 10 comments per month AC does not automatically mean "as long as you're doing exactly 10 comments per month no one can ever complain or confront you about your activity and you can squat in game forever".
