pretty much this. i know that if i came across a cast in a game for my fandom, i'd likely pour all of my attention into building cr with them, because my fandom isn't that popular on dwrp anymore. i post on memes and do psls, too, but that doesn't mean i ever get bites from castmates, either. some fandoms are harder to find casts for than others.
just use your best judgment!! it's one thing to bend being IC a little, but another to make them into a sparklepoo self-insert with a character's face. as long as you are making them that character and not an entirely new one, you're fine.
after all, most (good) fanfic of non-canon pairings does that, anyway, so it's not like you're doing anything that has never been done before!

Digital Dive didn't die in wank, the mods made the decision to close it. By the time it closed there were so many other games earning wank points that no one even gave two shits about it anymore.
Terminal Tokyo on the other hand absolutely died in wank. If memory serves they basically had their mods up and faff off to god knows where and never come back to actually run the game they started.
That said, once upon a time the IDEA of a Digimon game wasn't an inherently awful one, but for whatever reason the two known attempts attracted either a) mods who didn't have any idea what they were doing, b) mods who were passed the half-assed, incomplete work of the previous mods that didn't know what they were doing, c) a collection of shit players and godmodders among the mediocre to okay or d) all of the above.
But any more now yeah that's a terrible idea. Let's be real, unlike Pokemon which has stayed tried and true to it's formula over the decades and only changed things here and there, Digimon has become a clusterfuck of "that rule/concept we had two season ago? yeah, that's gone now, here's a whole new set of rules!". Your entire time modding would basically be spent trying to hammer out every single tiny detail about evolution this and power stats that and pulling your hair out as players proceeded to fuck you over with loopholes and cries of "well you didn't state THAT particular insignificant rule".
More so for large casts but it's a legitimate problem for a game if there's a significant chunk of characters that are essentially pointless to tag (and god help you if some of them get plot positions).
