it's blizzard that made torbjorn a joke character, not the fandom. not that the fandom isn't dumb but come on.

Practically all the OW characters are some level of ridiculous. Torbjorn isn't better or worse than McCree Or Soldier 76 with their dumb skins and embarrassing voice lines. the only difference is he doesn't inspire the cocklust.
