i mean, when i had a game we didn't specifically disallow proxy reserves, but no one ever tried and we weren't aware enough of it as a thing for it to even occur to us. so i don't know if it's really common enough to be a "normal" thing.

i don't think it's really a normal thing so much as something most mods have thought about.
