Your reading comprehension sucks. The character was on the taken list still and hadn't posted a drop and had not yet been swept by AC. If apps were open at that time and the player put in an app, the mods would have rejected it because the character was still taken. That's the issue. Now if the player had actually been a decent person and posted their drop to the drop page like you're supposed to then it's fine.
the failed reader here is you. if the character was gone, which the mods and player both knew they were, then the mods would likely have accepted an application for a dropped character. just because housekeeping hasn't been done yet doesn't mean the character is still in game. it was a transition process. the reserve and/or app wouldn't have been rejected. you're trying too hard to be too mad about something that has already been resolved.
