Unless my X-memories are really faulty, Cable got negative stuff happening to him from pretty much the day he was born what with virus, and his evil clone, killed by his younger self from the future, and so on. It's really hard to think of him as a character that doesn't get any sort of comeuppance or narrative consequences.

loud, arrogant, violently angry bullies like bakugou whose whole "appeal" is in being a loud, arrogant, violently angry bully and thus will never develop into a recognizable but infinitely more tolerable version of themselves

the most exhausting things about them is how they're treated as good guys despite being anything but

The appeal of Bakugou is that he's really representative of people who have a natural talent in a given area but who are outshone by those who put in effort to learn and develop the underlying skillset instead of resting on their laurels. A large part of his anger is frustration that just having a massively powerful quirk isn't enough on its own. The arrogance is a layer over insecurity at seeing people like Deku find success when they don't have what's always been instinctual to him.

I was surprised how much I resonated with that aspect of his character, getting into the show. Loud arrogant bully usually rubs my fur backwards, but he managed to really work for me because that note felt pretty realistic.

"Team dad or mom" types who are barely older than the people they are dadding or momming. I don't mind say, Gibbs in NCIS cause he's a grown-ass actual adult and most of the team really is young enough to be his kids, but Shiro (or rather the fandom version of Shiro) from Voltron is what this smacks of to me. While it's a bit more rare in canon proper, it seems like fandom will run these types into the ground, with fanart and fanfiction really playing it up ad nauseum, and making it seem like they have no other traits than to watch over their teammates.

Gonna be honest: RP is primarily what soured me to this dynamic, where you have these people in the games who are maybe a teenager or at MOST in their mid-twenties out there being the "dad" or "mom" to a bunch of teen not even ten years younger than they are. And oftentimes these people are flanderized already from maybe caring about only a few people in canon into suddenly being a dad or mom to the whole frigging game. I've had to fight before to let my "adult" (by the standards of his time in the Middle Ages) character basically tell people to fuck off, that he is perfectly capable of taking care of himself even though he's sixteen and is gonna be offended if you try to adopt him, thank you very much. Never goes over well.

Add having his family turn on him to the list; in Cable and Deadpool, Professor X sends Cyborg and a team of X-Men out to kill him when they think he’s gone rogue. The same thing happens in the post-House of M story that introduces baby Hope and one of the X-Force runs from the 2010s. In all of those cases he turns out to be in the right or have a good reason for his actions even if it’s not immediately apparent, but it only becomes apparent to the rest of the characters after they’ve already tried to kill him.

Uh, the point of Watchmen isn't that Ozymandias got away with it (althought this happens irl all the time, since Moore was trying to use superheroes to comment on aspects of society). Watchmen isn't a traditional story but him being told what he did ultimately didn't change much in the end, because history never ends, was supposed to be "You did all that and for what" moment. It not ending with a traditional superhero comic "ends up in jail or beat up by the heroes" is part of the point, it's definitely not meant to reward it.

Not saying this to make you like the character, since it's not about liking or disliking, it's just that Watchmen was making a different point.

Agreeing with what everyone else has already said. The entire point of Ozymandias as a character and Watchmen's conflict as a whole is that they can't be defined by neat comic book conventions of morality. Nobody leaves that story knowing if Ozymandias's actions were justified, even Ozymandias himself. Doctor Manhattan is omnipotent and even he can't say for sure if Ozy did the right thing, and that eats him up inside — that's his comeuppance.

Cable's not a beacon of morality either. Because he knows how horrible the future is, he thinks that gives him carte blanch to do whatever pragmatic wacky bullshit he needs to do in the present to fix it. He thinks he knows better than everyone else, and he never communicates his intentions until it's too late. It's his major flaw.

You definitely have a valid point about that character type, but imo, these two aren't the best examples for it.

insecurity and poor anger management skills are fine as character flaws, but they have to lead somewhere to be narratively satisfying. if bakugou just gets to be a loud, entitled, violently angry bully forever, neither changing for the better (if still flawed) nor going full villain, then what the hell is the point?? goody for him, he has slightly more depth than the pervert grape diaper boy

insecurity and frustration doesn't make his behavior somehow acceptable and i hate tropes that hinge on the idea that it's not just acceptable, but appealing. it's just not my fantasy
