What is the ideal AC where it can't be abused for players to squat the game? What kind of activity check would demonstrate that everyone meeting it is actively engaged with the game?

3: required participation in events. You can opt out of specific effects/prompts if you don't like those (and the events will be written so that there's multiple ways to participate), but no skipping events.

4: hiatus can skip the ac rules for a month, but if you take a hiatus then you can't take another one for 2 months after that.
