20 - 30 comments across a maximum of 2 links with one link from the first two weeks of the month and the second link from the second week of the month, game comms or mod-posted event posts only, with a rule that states you can't tag the same characters for ac-worthy links more than twice in a row consecutively.

does that sound like a pain in the ass to regulate? yes. this is why it doesn't happen.
