It's not silly. The whiners in question want development with the canon characters, not the aloof and distant characters that have 2+ years of development. It's only really silly if you're one of those characters looking on the other side of the fence at the whiners.
Now what it really is, is rude. Who the hell has to drop their acres of development just to please one or two people? Fuck that noise.
