Although I think taking context into account makes the scene understandable, you're totally right in that it just isn't necessary at all and could've been taken out entirely without losing anything. It's a pointless scene that didn't need to be in there in the first place except to reinforce that North isn't into the pacifist route, which we were all already aware of.
knowing what we know about david cage and how he thinks and wants people to view his games, the scene existed so he could definitely, deliberately, have a white character say that line to a black character to make the audience go "oooh, this is deep". dude is such a fucking hack and the real tragedy is that if that employee lawsuit doesn't kill quantic dreams, sony will STILL hand him more money to make another game because dumbass people eat up this kind of schlocky bullshit. all of his games sell well. it's almost depressing.
