I think commissioning fanart of rp stuff is perfectly fine. The line where it can shade into creep behavior is if you then use that fanart (and/or the fact that you paid $$ for it) to browbeat or guilt your partner into more tags. But that would be part of a larger pattern of acting inappropriate and pushy with an rp partner, and commissioning fanart is just one part of it.
