honestly depends, i remember reborn tomoe hotaru/sailor saturn from sailor moon being like this, powers-wise, and the canon did really well by portraying her as incredibly weird, otherwordly, disconnected and burdened by her heritage. a point was made multiple times in the series that she's not going to fight because it's game over if she does, but it was balanced out nicely by her seeming actively distraught (but resigned) whenever the possibility came up.

that said, i've yet to see a well played sailor saturn in dwrp, so i think anon's on to something here about the trope just not working out, especially in OCs.
