Actually, going to have to argue here: They can, but only if the writer is a hack. If an author establishes things about their characters, their actions have to follow some logical progression from that, even if that logic is "right now they are acting illogically for x reason."
If the next Avengers movie ended with Loki suddenly bursting into tears and apologizing for all the mean and evil things he ever did, he was just hurting because his daddy didn't love him, and all of the Avengers went into group hug mode going "aww bb, don't cry we understand, it's okay now" and then the movie ended there, even though that would be official canon, it'd still be OOC.
All that said, that's really not the case here, since it's really just people's headcanons being jossed. People may not like the way the characters are being developed, but let's face it, they're teenagers and we haven't seen at least a year of their development. That alone is decent reasoning behind "things have changed, they're kinda different now."
I don't think OOC is what's happening here either, people are just mad that the characters are acting different at age 15/16 than they did at 13 and getting into relationships they don't like. A lot of people had Dave pigeonholed as the gay one for some reason, especially after John's "i am not a homosexual" bomb, and a really vocal group hates Rose/Kanaya and will never stop letting us know that.
But as you just illustrated, it is possible for canon to be wrong. Just... not so much this time. Hussie's not the best writer ever, but he's not a hack. And his work's not even finished yet, so why don't we all just clam those ta-tas back down and wait to see where he's taking us.
