It's really not. And if the ideas mentioned above don't work, the best way to get CR is to reach out to the people who aren't getting as much of it as everyone else and that solves the problem for two people. Sure, it means that you won't get to plot with x popular character immediately, but if you keep trying to get CR with them, maybe something will click. In the meantime, you now have CR who has has more time to devote to you, and maybe you really didn't need to be bestest best friends with x popular character.
