False. The votes that we've gotten have never made it clear which option would ultimately result in a bigger change to the setting. The mods aren't up front about it and the players are left to take their best guess about what the actual tone and impact of the game will be in the aftermath.

Then the mods minimise the impact of the vote no matter which way it goes and just install the new status quo with the least change and impact possible.

The mods never follow through on any of the seeds they plant when it comes to implying that the setting could actually change. See for example the stuff about SIN guards being discontent with the Creator in the kidnapping plot last year and how some attitudes of natives were going to change more positively as a result of character choices and actions.

The mods led us to believe this might be a thing going forward but then nope, it evaporated into thin air. Either the mods have the memory of goldfish or they expect the player base to, but it's simply not true that the players vote to keep in the same by wide margins. (The last vote the mods even said that the result was by a very narrow margin.)
